Mercury-containing fluorescent lamps are one of the most energy efficient lighting sources available. However, the light ballasts, which perform two functions: limiting the current and providing the starting kick to ionize the gas in the fluorescent tube(s), may contain PCBs.

What Are PCBs?
PCB's are a class of chemicals known as polychlorinated biphenyls. They are entirely man-made and do not occur naturally. Because studies show that these materials may be toxic to humans, fish and birds, the EPA prohibited the manufacture, importation or reuse of the materials years ago.
